The Lapras he is referring to is an in-game event. It is available every Friday inside the innermost part of the Union Cave.

I believe he is referring to In-game events. There are swarms daily, Clefairy Monday nights, Hoenn Sound (Wednesday), Sinnoh Sound (Thursday).

Sinnoh/hoen sound lets u find sinnoh and hoen pokemon if u listen to it in teh right route
