Exeggutor. Psychic with STAB and its incredible high Special Attack. Also, Victreebel's counterpart is Vileplume.

Exeggutor defenitely outclasses victreebels because it has its stab psychich attacks like blaze said. So Exeggutor is the better choice even though they are both weak.
