Kingdra-mystic water- swift swim- dragon pulse, waterfall, hydro pump, ( dont know last move, maybe you can help me!)
Mewtwo-wise glasses-aura sphere, psychic, shadow ball, protect
Salamance- choice band- outrage, roost, earthquake, steel wing
Porygon-Z-adaptibility-silk scarf- tri attack, nasty plot, dark pulse, charge beam
Metagross- muscle band- meteor mash, ice punch, thunder punch, rock slide

For VGC

I dont know who i should replace for kyogre! Please help!

palkia is uber so you wouldnt be allowed to use him in the standard wifi metagame but other then that the pokemon look good but you should add more detail like moves, evs

i frown on palkia and mewtwo otherwise looks good

I would give a better rate if you'd post EV spreads and natures.

Now if it revolves around rain I'm surprised by the lack of Kyogre, he is allowed in VGC I think.

I wouldn't suggest using a CB Mence but if you must use him, I'd suggest the moveset:
Outrage
EQ
Stone Edge
Fire Blast

EQ+ Stone Edge get neutral coverage, Outrage for powerful stab and Fire Blast hits Skarmory who would give you a hard time.

I'll do a more in depth rate if you give more in depth details on your team.
