Recruiting Empty Recruiting

I realize recruiting is necessary for expansion for our site, but why does it have to be a requirement to be a mod? I suggest that like we have art designers, we have recruiters who want and enjoy recruiting people. It might relieve alot of stress and make this site much more enjoyable where we can have fun and maybe more people will join willingly without the prompt of a recruiter. I hope my suggestion has been taken into consideration. Thank you.
