Re: Water type
Gyarados if you need more of a physical attacker on your team or cloyster if you need a defensive wall. I would also give cloyster explosion.

Re: Water type
I'm a big fan of Octillery, and he's definitely not a pokemon you would usually see. Fyi, I don't know what the rest of your team is like, but he can also learn like, Psychic.
If you do go with Cloyster, in another thread I recently discovered that with one of his abilities, he makes sure that moves that hit 2-5 times hit that number of times, even if they break a substitute, and he has access to an ice move that has decent power and does this.

All of these pokemon are good choices, it just depends on what suits your team. I personally love a Swampert. He works well in conjunction with other water pokes, too, because he's immune to Elect., just gotta watch Grass moves

Re: Water type
I would suggest you take a look at Vaporeon before you decide.
My Vaporeon has won me many battles by himself for being able to stall out other water types and a lot of other special attacking pokemon easily.
My Vaporeon:
Calm Nature - Leftovers
-Wish
-Toxic
-Surf
-Protect
252 SpD 252 HP 6 SpA
Basically Toxic, then wish, then protect. and repeat, toxic will wear them down while wish heals you back up. Can also Wish and switch for teammates in need.
From your list I would suggest Empoleon but switch out Earthquake for Grass Knot maybe.
