Well I just made my first sig today, it looks pretty good for a first imo. I use GIMP. I could take requests but im not that great....
Edit: Yeah im takin requests. Although you've all known that for a while now, ignore that first part up there, it only applies to my first sig.

No, i doubt i could even if i wanted to. I dont think gimp has the ability to make moving images.
