You have to wait until it like shows the little rings around the water and like a splash, so watch carefully.

Talk to the Dog on the right.
Ask about Fc.
He will give you one.
If you open your suitcase and click a key or heart w/e it is your friend roster will open.
You can register others their and view your Fc.

I love the game! Much more enjoyable on Wii, but I guess that's because the items are much more enjoyable.
